§ 5.01 — Protected activity

Peaceful speech, protest, photography from a lawful vantage point, criticism of government, refusal to answer consensual questions, and mere presence near police activity are not offenses. Enforcement under this Title requires conduct—not merely content or viewpoint—that satisfies every listed element.

Chapter 5A — Disturbance and assembly offenses

§ 5.10	Disorderly conduct	M3	Intentionally or recklessly causes a substantial public disturbance by fighting, unreasonable noise after warning, threatening behavior, or creating a hazardous condition serving no legitimate purpose.
§ 5.11	Disturbing the peace	M3	Maliciously and substantially disrupts the quiet enjoyment of a residence, hospital, school, court, funeral, or permitted event after notice to stop.
§ 5.12	Affray	M2	Knowingly engages in mutual public fighting that alarms others or risks injury. Lawful self-defense is excluded.
§ 5.13	Unlawful assembly	M2	Assembles with four or more persons for the shared purpose of committing a crime or engaging in imminent violent or destructive conduct.
§ 5.14	Failure to disperse	M2	Knowingly remains at the scene of a riot or unlawful assembly after a clear, audible, lawful dispersal order and reasonable opportunity to leave. Press and persons unable to leave are excluded.
§ 5.15	Riot	F5	With four or more persons, knowingly participates in tumultuous violent conduct creating grave public danger or substantial property damage.
§ 5.16	Aggravated riot	F3	During a riot, uses a deadly weapon, commits arson or burglary, causes serious injury, or attacks emergency operations.
§ 5.17	Inciting a riot	F5	Intentionally urges imminent riotous conduct under circumstances likely to produce that conduct, and an overt act toward riot occurs. Abstract advocacy is excluded.
§ 5.18	Obstructing a highway or public passage	M3	Without permit, necessity, or lawful authority, intentionally makes a roadway, sidewalk, transit route, entrance, or emergency access impassable and refuses a lawful order to clear it.
§ 5.19	Disruption of a lawful meeting	M3	Intentionally and substantially disrupts a lawful meeting, hearing, service, class, or event after warning, by conduct rather than protected disagreement.
§ 5.20	Public nuisance	M2	Knowingly maintains a condition that endangers public health or safety, obstructs community rights, or repeatedly facilitates criminal activity.

Chapter 5B — Public safety and alarming conduct

§ 5.30	Public intoxication creating danger	M3	Appears in public while impaired to a degree that the person endangers self, another, property, or materially obstructs a public way. Protective custody may replace arrest.
§ 5.31	Unlawful public consumption	I	Consumes alcohol or cannabis in a location where public consumption is prohibited, after warning where practical.
§ 5.32	Urinating or defecating in public	I	Knowingly urinates or defecates in public outside a restroom, absent emergency or lack of reasonable facilities. Exposure intended to alarm is charged under § 2.43.
§ 5.33	Unreasonable noise	I	Creates amplified, mechanical, or recurring noise beyond posted limits or continues after a lawful warning. Repeated commercial violation is M3.
§ 5.34	False alarm	M1	Knowingly reports or activates a false fire, medical, security, evacuation, or public-danger alarm. Major emergency deployment is F5.
§ 5.35	Bomb hoax	F4	Knowingly communicates or creates a false appearance that a bomb, explosive, biological agent, or destructive device is present.
§ 5.36	Terroristic threat	F3	Threatens mass violence, catastrophic infrastructure harm, or use of a weapon of mass destruction with intent to terrorize, evacuate, or coerce government.
§ 5.37	Terrorism	F1	Commits or attempts an F3-or-higher violent felony intended to intimidate a civilian population, influence government through violence, or disrupt critical services on a mass scale. Death may support capital murder.
§ 5.38	Criminal use of a disguise	M1	Wears a mask, uniform, or disguise with intent to conceal identity during commission or immediate flight from a crime. Lawful health, occupational, expressive, or religious use is excluded.
§ 5.39	Unlawful fireworks or pyrotechnics	M3	Possesses or discharges prohibited fireworks or pyrotechnics without a permit. Use causing fire, injury, or panic is M1 or a higher applicable offense.
§ 5.40	Reckless use of lasers or high-intensity light	M1	Directs a laser or intense light at a driver, pilot, emergency worker, or occupied vehicle in a manner creating risk. Against aircraft is F4.
§ 5.41	Throwing objects at vehicles	M1	Intentionally throws or projects an object at a moving vehicle, vessel, train, or aircraft. Actual danger of serious injury is F4.
§ 5.42	Tampering with a safety device	F5	Disables, removes, or falsifies a fire alarm, sprinkler, emergency exit, barrier, warning signal, AED, or similar safety device, creating substantial risk.
§ 5.43	Abuse of a corpse	F4	Knowingly dismembers, conceals, damages, transports, or treats human remains in an offensive manner without lawful authority.

Chapter 5C — Vice and organized criminal activity

§ 5.50	Soliciting prohibited commercial sexual activity	M1	Offers, agrees, or requests payment for sexual activity prohibited by server policy. No graphic roleplay is authorized by this section.
§ 5.51	Promoting prohibited commercial sexual activity	F4	Knowingly profits from, controls, recruits for, or provides premises for prohibited commercial sexual activity involving another. Coercion is human trafficking.
§ 5.52	Maintaining a criminal premises	F5	Knowingly controls a property or vehicle regularly used for trafficking, fencing stolen property, illegal gambling, or another continuing felony enterprise.
§ 5.53	Criminal street-gang participation	F5	As an active participant in an organization whose primary activity includes felony crime, knowingly assists a specific felony for the group’s benefit. Membership or association alone is not an offense.
§ 5.54	Criminal recruitment	F5	Knowingly recruits a minor or vulnerable person to commit or assist felony conduct for an organization or enterprise.
§ 5.55	Gang-directed felony	One grade above underlying felony	Commits a felony at the direction of, for the benefit of, or in association with a criminal street gang, with intent to promote its criminal conduct. Maximum F1.
