San Andreas uses a simplified government structure designed to support accessible, consistent, and believable roleplay. An entity may exist in law or worldbuilding without being a continuously staffed player department.
A named office or agency should not be treated as open for applications unless Stratos RP publishes an official recruitment or appointment notice.

Active member-facing departments
San Andreas Law Enforcement Agency
The San Andreas Law Enforcement Agency provides unified law-enforcement services throughout the state.
Personnel may portray municipal, county, highway, or statewide assignments based on jurisdiction, patrol location, staffing, training, certification, and operational need. These assignments do not create separate competing departments. All law-enforcement personnel remain under the same leadership, policy, training, and accountability structure.
San Andreas Fire & EMS
San Andreas Fire & EMS provides emergency medical services, fire suppression, rescue, hazard mitigation, incident stabilization, and prevention activity.
Fire and EMS operate as one department. Personnel may hold different certifications or assignments, including EMT-B, EMT-A, and EMT-P provider levels.
San Andreas Communications
San Andreas Communications serves as the public-safety answering and coordination center. Communications personnel receive calls for service, maintain CAD incidents, coordinate resources, manage radio traffic, and support field operations.
Communications coordinates information and resources but does not replace qualified field personnel or incident command.
San Andreas Civilian Operations
San Andreas Civilian Operations supports civilian membership, character development, businesses, organizations, community events, and approved criminal activity.
Civilian Operations is an out-of-character membership and support function unless a specific approved storyline establishes an in-character role.
Supporting and flexible government functions
Governor and executive offices
The Governor is the chief executive of San Andreas where that office is active. Executive functions may coordinate state services, issue lawful directives, and appoint eligible officials.
Executive directives may not override community rules, create criminal offenses, or permanently alter the Penal Code without the approved process.
Judicial Branch
The courts interpret San Andreas law, review warrants, conduct hearings and trials, resolve approved disputes, and issue lawful orders.
The court system may include the San Andreas Trial Court, San Andreas Court of Appeals, and Supreme Court of San Andreas. Operations may be consolidated when staffing does not support multiple levels.
Department of Justice and defense counsel
The Department of Justice represents the State in criminal proceedings, reviews cases, advises government functions, and supports consistent legal interpretation when staffed.
Defense counsel remains independent from prosecution and may challenge evidence, negotiate resolutions, and request judicial review.
Other state entities
Corrections, transportation and public works, commerce and licensing, fish and wildlife, regulatory bodies, and oversight offices may appear in the Penal Code or the setting. Unless an official Stratos RP notice activates one of these functions, treat it as supporting worldbuilding, an off-screen service, or a future department rather than an application-based player agency.
Out-of-character administration
Community administration is separate from the in-character government. Administrators handle community-rule violations, consent and safety concerns, technical issues, membership and access, staff complaints, and out-of-character disputes.
An in-character government official may not override an administrator or use an in-character process to resolve an out-of-character issue.
