CAD / MDT Guide

The CAD and MDT support calls for service, unit coordination, authorized records, and operational documentation. Screen names and workflows may change when the platform changes; the responsibilities in this guide remain applicable.

Use the system only for an authorized community or department purpose. Do not search records out of curiosity, use another character's access, or enter real-world personal information.

Civilians

Where the current platform makes these functions available, civilians may maintain:

  • character identity records;
  • vehicle ownership and registration;
  • licenses and permits;
  • business or property records; and
  • other records specifically enabled for civilian use.

Enter information that is accurate for the character. Do not create a record to impersonate an official, evade a known consequence, or transfer information between characters.

Law Enforcement

Authorized personnel may use the MDT for:

  • person, vehicle, license, firearm, warrant, and protection-order checks supported by the system;
  • calls and unit assignments;
  • warnings, citations, and arrests;
  • incident, arrest, evidence, and supplemental reports;
  • warrant applications and returns where configured;
  • BOLOs or alerts authorized by policy; and
  • case status and disposition.

A database return is an investigative record, not automatic proof. Confirm high-risk results when practical and document the facts supporting enforcement action.

Communications

Dispatch personnel use CAD to:

  • create and update calls;
  • record location, incident type, priority, hazards, caller information available through approved systems, and chronological updates;
  • assign units and maintain status;
  • attach related calls, alerts, records, and dispositions;
  • support authorized records checks; and
  • preserve timestamps and significant radio traffic.

Distinguish caller statements, system returns, dispatcher observations, and field-unit reports.

Fire & EMS

Fire & EMS personnel use CAD for dispatch information, response status, incident coordination, resource tracking, destination status when required, and other enabled operational functions.

Patient care documentation belongs in the approved patient-care record process. Do not assume the CAD provides a medical integration, diagnosis, treatment recommendation, or complete PCR unless the current system and department policy expressly establish that function.

Record quality

  • Use objective, concise language.
  • Record material times and disposition.
  • Preserve chain of custody and source attribution where relevant.
  • Correct mistakes transparently through the approved correction or supplement process.
  • Do not delete or rewrite material history to improve appearances.
  • Protect restricted cases, medical information, investigative tactics, and out-of-character information.

If the system is unavailable

Use the temporary process directed by dispatch or department supervision. Preserve essential notes and enter the record when service returns. A system outage does not authorize fabricated results or unsupported enforcement action.
